The Road to Morocco: A Course Ridden with Pitfalls

Importing your vehicle to Morocco is the dream of many MREs (Moroccans Living Abroad) and car enthusiasts. Whether it is to enjoy your retirement in the sun or to drive a German sedan at a better price, the operation can be very profitable... provided you navigate the administrative maze correctly.

In 2026, the rules have changed. Between the promotion of electric vehicles, the drastic limitation on polluting cars, and the digitization of the MRE abatement, this guide updates everything you need to know before turning the ignition key.

🚫 The 5-Year Barrier and Euro 6 Standard

This is the first filter. Unless you are a retiree benefiting from the MRE abatement (see below), you cannot import a used vehicle that is more than 5 years old (date of first registration).

Euro 6 Standard Mandatory

Since 2026, imported vehicles must strictly comply with the Euro 6b anti-pollution standard. A Diesel vehicle from 2022 that is only Euro 5 will be turned back at the port of entry.

👵 The MRE Retirement Advantage: -90%

Beneficiaries: Moroccans residing abroad aged 60+ and permanently returning to Morocco.

Advantage: An abatement of 90% on customs duties and taxes applied to the new value of the vehicle.
Condition: The vehicle must be authorized for circulation. The 5-year limit does NOT apply to retirees (you can import a 10-year-old car), but it must belong to you for at least 6 months.

⚠️ Limitation: This right is granted only once in a lifetime per beneficiary.

For a standard import (non-MRE or vehicle < 5 years):

To encourage the green transition, the 2026 Finance Law maintains exceptional advantages:

  • 100% Electric: 0% Import Duty. 0% VAT. 0% TIC. You pay almost nothing (except small administrative fees).
  • Plug-in Hybrid: Exemption from Vignette and Luxury Tax (TIC) reduced.
  • Full Hybrid: Standard Taxation (Beware!).

🏁 The 4 Key Steps once in Morocco

  1. D19TER Regime: Upon arrival (Tangier Med), you get a D19TER temporary admission (Green card) valid for 6 months. It can't be sold in this state.
  2. Clearance Office: Go to a customs office (or negotiate with a forwarder) to settle taxes.
  3. RTI Homologation: Pass the vehicle through the technical visit center (CNEP) to obtain the RTI (Individual Title Reception). Mandatory for non-Moroccan specs cars.
  4. Registration: With customs clearance + RTI, go to the Registration Service (Mines) for your Moroccan Gray Card.

Drive with peace of mind

Importing a car is a mathematical calculation. For a Diesel, it is rarely profitable outside the MRE regime. For an Electric, it's the deal of the century. Do your calculations (or ask Casa Horizon for a simulation) before buying your ticket to Genoa or Sète.

Can I give my car to my brother in Morocco?
No. The MRE regime is personal and non-transferable. You cannot assign the vehicle before 5 years without paying the taxes saved.
Importing a damaged car?
Accident cars are prohibited from import, even if repaired. The chassis must be intact.
How do I know the tax value of my car?
Customs uses the 'Argus' value of the new car + options, applying a depreciation rate (ex: -25% for 3 years). It is NOT based on your purchase invoice.
