1. The 'Negative List' Explained

If your product (Textile, Clothing, Steel, Home Appliances...) is on the negative list, you will pay 90% of the common duty (instead of 0%), even with an EUR1 certificate. Example: If the normal duty is 40%, you will pay 36%.

Why EUR1 Remains Mandatory?

It's a common mistake: "Since I'm paying customs, I don't need EUR1".

Without EUR1 (or EUR-MED), not only do you not benefit from any reduction on non-listed products, but you risk paying 100% of the common duty instead of 90% on the negative list. Always demand this document!
